ask the council ( rates area ), they should know if it is a rental who there agent is

DOLA - Dept Land Administration in Midland will give you the owners details (for a small charge), then you can write them a letter expressing your problem.

If it were for commercial purposes then Vertel would of suited your question, but I don't think that you will need a big network as such...
