With 205 and 380 going i'm not hearing a delay, the 6AR/6IP operator is coming through both at the same time. Another guess, if it was isolated to just one appliance, is that they had dual transmit activated and were talking on a mid band and high band NCC at the same time.

This recording was made with two different radios going (ch 380 and 205) so I don't think it's that. Whatever the cause, it's probably the reason why mobiles are talking over each other - your repeater sounds clear but someone else just started speaking 0.5s earlier and you can't hear them yet.
