As I understand these ICVs will be given to the Bushfire Brigades and to FRS/SES in remote areas. Given the fact that the SES play a major role in the remote areas you will find that they also be using the vehicle / crewing it.

It is a regional resource for FESA, meaning it is placed strategically around the metro area/state for use by ALL FESA agencies. Local governments are already assembeling teams to use these with a range of SES and BFS members and so on. As far as FESA are concerned they can use it when they want, where they want and with who they want. Same as the 12.2's. So if a particular brigade that houses it cant crew it and there isnt another vehicle available at the time, they will send a crew arranged from somewhere else to utilise it.
